Abandoned/unregistered vehicles on Council or Private Land

Abandoned vehicles on privately owned land, Council has no authority to remove or impound vehicles left on private property. Owners of such property do have some common law rights in respect of such matters and should seek legal advise.

Illegal parking - vehicle is present or not at the time of the report

Parked in front of my driveway and I can't exit my driveway.

The only time we report this issue is if the vehicle is parked outside the owner's driveway and not opposite his driveway on the other side of the road.
That is not illegal parking unless there are signs prohibiting it.

Some other parking offenses which are deemed as Illegal parking?

  • Parked for a period longer than indicated in the parking sign
  • Meter expired / No valid ticket
  • Stopped in an Authorised Car Share Zone
  • Stopped in a No Stopping area
  • Stopped in a Loading Zone
  • Stopped in a Permit Zone
  • Stopped in a Taxi Zone
  • Stopping in a parking area for people with disabilities
  • The vehicle is parked outside the property owner's driveway, preventing them from exiting it.
  • Parking on the footpath, shared path, dividing strip, bicycle path, or a nature strip adjacent to a length of road in a built-up area unless the driver parks at a place allowed by a parking sign.

Motorcycle 
A motorcycle rider can stop on a bicycle path, footpath, shared path or dividing strip, or a nature strip adjacent to a length of road in a built-up area, in a place where the motorcycle does not inconvenience, obstruct, hinder or prevent the free passage of any pedestrian or any other vehicle.
 

Parking regulations 

Parking regulations and rules come under the Road Management Act. Local councils undertake the enforcement only.
Any enquiries on the actual rule like, Why did I get a fine in the loading as I was unloading a tv?. Email the link to Vic Roads where they can review the rules.

Abandoned vehicles are investigated by Local Law not the parking enforcement team. This issue comes under local law, not parking. 

After Hours Illegal Parking - "For enquiries regarding council matters or reports outside of regular operating hours, please contact the Council's Emergency Service by calling the main council number 8571 1000 and then press 1 to be put through to the emergency service."

How to enter a report - vehicle is NOT present at the time of the report

Use this category if the offence has been committed but the vehicle is not present at the time of the report

If the vehicle has no plates, is unregistered, or has not moved in over 2 months. report at an abandoned vehicle.

Reports for re-occurring illegal parking issues

This report is for parking offenses re-occurring on a regular basis, maybe due to a particular reason.

DO NOT USE this merit for cars parking illegally around schools. Go to Parking reports around school zones.

How to enter a report around school zones

Council's role in the school parking

Keeping children safe as they get to and from school is everyone’s responsibility
To keep children safe around schools, Council is proactive in patrolling the school zones to make sure that drivers are adhering to the road rules.

If the report is in a general manner that cars are parked illegally around school zones every day. Advise the customer that a report will be completed for more frequent patrols by our parking officers.

Reports regarding privately owned carparks including in railway stations.

Cars are parked in privately owned car parks, including car parks in railway stations. Council has no jurisdiction to act and cannot issue any infringements or take action unless they have an arrangement with Council.

These car parks have an arrangement with Council.

Use this category if a vehicle is parked in the reserved bay at the following Council owned car parks:

  • Thomas Street
  • Walker Street
  • No 8, Balmoral Ave

Heavy/Long vehicles or trailers parking

This Council does not provide a permit to park heavy long vehicles on any built-up streets within CGD. 

In Victoria, heavy and long vehicles can only park on a street in a built-up area for one hour, (industrial, Commercial and Residential areas). 

Heavy long trucks are not permitted to park overnight in a built-up area.

What is considered a heavy or long vehicle? 

  • A vehicle that is 7.5 meters or longer in length
  • A vehicle that weighs 4.5 tonnes or more
  • A vehicle that is a truck, caravan, camper, boat, or trailer (trailer attached to the car is measured from the front of the car to the end of the trailer)


What are the exceptions to the one-hour rule? 

  • Parking signs indicate that heavy/long vehicle can park for long period than 1 hour
  • The driver is actively loading or unloading goods
  • The driver is using an emergency stopping lane

    Permit to park a heavy long vehicle on customers own property

    Council might issue residents with a permit to park a large or heavy vehicle on their property. To get a permit, the owner or driver has to meet and follow certain standards.
