Dog Registration Fees

Dogs will be registered until 9 April 2025. All fees below include the $4.15 State Government Levy.

Initial assessment

  1. Check Pet Registration form has been completed
  2. Check acceptable proof of microchipping, - if the dog is not microchipped, follow this process
  3. Proof of microchip has been provided
  4. Does the dog criteria in the form meet the categories below? If so, follow the appropriate actions.
     

Is the animal a restricted breed?

Restricted dog breeds

  • American Pit Bull Terrier (or Pit Bull Terrier)
  • Fila Brasileiro
  • Japanese Tosa
  • Dogo Argentino
  • Perro de Presa Canario (or Presa Canario)

Only the American Pit Bull Terrier (or Pit Bull Terrier) and Dogo Argentino are known to be in Victoria.

The process can take up to 10 days. If the customer has not been contacted to pay via a link, email regservi using the phone message template to follow up with the customer.


How to Pay:

If a payment is required, the pet owner will receive an SMS on the mobile number provided on the application form. The SMS will contain a link they can click to pay directly online. If they call, we can also process the payment for them.


If No Animal ID Number is Provided:

  1. Go to P & R via property search > associations > the animal should be listed.
  2. Click on the animal to obtain the animal ID number.
  3. Process the receipt as usual using the animal ID number.

Is it under 3 months old at time of registration?

Fee:  Exempt from paying first year's registration fee but will pay for the following years

  • Photocopy pension concession card if it's applicable for this pet owner

  • Date stamp documents and scan to Records

Is the dog adopted from a recognised program?

The Council works with three main pet adoption organisations:

  1. Lost Dogs Home (LDH) - LDH submits the registration form to the Council on behalf of the owner.
  2. Australian Animal Protection Society (AAPS) - AAPS submits the form to the Council for the owner.
  3. RSPCA and others - Pet owners must submit their registration with the Council, including a 'Certificate of Adoption'.

Fee: 

  • First-year registration may be free, but fees apply upon renewal.

Has the dog been declared dangerous?

Pet owners transferring from another Council may already know their dog has been declared dangerous.

Fee: 

  • Full fee applies, reduced fee is not applicable for a dangerous dog 

Applicable proof document that must be submitted with the application 

  • They may have a letter to provide if it's declared as a dangerous dog

What is the process for a dog to be declared as dangerous?

The Ranger may declare the dog to be dangerous if:

  1. commits one serious attack
  2. commits multiple minor attacks
  3. It is found to be kept as a guard dog on a commercial property

If it meets any of the criteria, the Ranger makes a recommendation to the animal management manager. The manager then writes a letter to the owner declaring the dog to be dangerous and provides a list of conditions on how the dog is to be kept.

This may include but is not limited by,

  • keeping the dog enclosed in a secured enclosure
  • appropriate signage declaring that a dangerous dog is contained
  • and whilst owners are absent the dog must remain indoors

If the dog is not contained appropriately the Ranger can seize the animal.

Is it an Assistance or Guide dog?

What is an Assistance dog?

It's a dog that is trained to alleviate the effects of the owner's disability
 

What is a Guide dog?

Guide Dogs provide support for people with low vision and blindness. 

 

Fee:  Exempt from local council registration fee 

Applicable proof document that must be submitted with the application 

  • Certificate
  • Desexed certificate or letter from Vet to veritfy
  • A statutory declaration from owner is NOT acceptable

What conditions need to be met to qualify for assistance dog?

To qualify as an assistance dog the following conditions need to be met

The applicant provides the Council with information that confirms that the assistance
dog –

  • is trained to perform tasks or functions that assist a person with a disability to alleviate the effects of their disability (e.g. via a training certificate);
  • is at least 12 months of age;
  • is desexed;
  • has completed obedience training provided by a dog trainer; and
  • is not a restricted breed dog.

Also

  • The assistance dog has not been declared by the Council to be –
    • a dangerous dog; or
    • a menacing dog;

Also

  • The owner of the assistance dog has not been convicted of 2 or more offences under the Domestic Animals Act 1994 with respect to the same assistance dog.

Guide dogs (and seeing eye dogs)

Guide dogs (and seeing eye dogs) can legally go to any event, business or premises in Victoria (except operating theatres).

This includes traveling on:

planes
any form of public transport (taxis, buses, trams and trains).

It includes entering:

theatres
restaurants
supermarkets
hotels
retail stores.

These access rights apply to:

guide dogs
guide dogs in training
guide dog puppies.
The rights of guide dog users are covered under the Domestic Animals Act 1994 and the Disability Discrimination Act 1992 — both of which override the Health Act, which prohibits dogs from entering food premises.
