CCTV and Private Security Camera's

There are over 270 Closed-Circuit TV (CCTV) cameras currently operated in Council's safe city program.

In summary, the code sets out the standards

  • privacy and human rights of individual members of the public
  • system responsibility and compliance
  • access to and the retention of footage
  • effective management and operation of the program
  • system purpose.

Camera Locations and Request to install a new CCTV camera

There are different types of Closed Circuit Televisions (CCTV).

Council Managed CCTV Cameras

To determine who is the responsible authority that maintains the CCTV Cameras

CSO:

  • Search location in Intramaps
  • If icon looks like the ones below, then it is a council-owned CCTV
  • If no icon appears, then its Vicroads
Council owned

    Private Security Cameras

    Council permits are not required for installing privately owned security or surveillance devices in residential homes or businesses.

    Council does not investigate any reports regarding the privacy and laws related to security cameras and other surveillance devices.

    Rrequest for new CCTV cameras

    If a customer is suggesting or requesting Council install a new CCTV camera.

    Repair of Faulty or Damaged Cameras

    • Location of the security camera

    Vic Roads

    CSO:

    • If VicRoads is responsible for maintaining these CCTV cameras then offfer to transfer (cold transfer) or provide the number so they can call later Ph: 13 11 71, they can also report online at www.vicroads.com.au

     

    Requests for Footage

    Council cannot provide any recorded footage relating to traffic offenses or matters relating to insurance.

    Car accidents

    As we are unable to provide you with footage, please contact Victoria Police to lodge a police report. If they review any footage, Council or otherwise, the information and decision will form part of the report.

    Once you have the Police Report number, you can provide this to your insurance company who can follow up with Victoria Police directly for your claim.

    Requests by Police

    Footage requests from Victoria Police

    All footage except for Menzies Avenue Camera is transferred in real-time to either Dandenong or Springvale Police Stations, 24 hours a day, seven days a week and is stored for a minimum of 30 days. The Police have direct access to view the footage.

    Menzies Avenue camera footage must be obtained by a Council authorised officer. 
    The Police need to email council@cgd.vic.gov.au. A Safety Officer will contact them.

    Requests from the public, insurance companies, lawyers, staff, etc

    Council will not provide access to footage to the general public, insurance companies, lawyers, etc. They are required to lodge a police report and allow Victoria Police to do their investigation into any available footage. 

    Victim of a crime (You or your business)

    As we are unable to provide you with footage, you need to report this to Victoria Police. They will review any available footage as part of their investigation and include their findings in the report. When you get your Police Report number, you can provide this to your insurance company who can follow up with Victoria Police directly for your claim.

    Victoria Police Requests to Release CCTV Footage to the Media

     

    When receiving a request from Victoria Police to release CCTV footage to the Media, follow this escalation process:

    CSO:

    • Transfer the call to Marek Krol – Coordinator of Community Safety
    • If Marek is unavailable, transfer the call to Jim Divine – Manager
    • If neither Marek nor Jim is available, transfer the call to Kim Bernardo – Executive Support to the Director
