The purpose of the Asset Protection Permit (APP) is to ensure that public assets and infrastructure (eg footpaths, drains, roads, laneways etc) are kept safe. Under the APP the applicant shall be held liable for any damages caused by the building/demolition works.
Under Council's Local Law No. 2 Clause 23 - Building Works, a fine of up to $1250 may apply if you commence work without a valid Asset Protection Permits.

How to apply for a permit
CSO:
- Email the link this link www.greaterdandenong.vic.gov.auto direct them to the page where they can click "Apply Here" to start the application.
- If they do not have email, they can visit our website to find the information.
- There is no paper form. If they lack access to a computer or phone, they will need assistance from friend or family member to apply for a permit.
- Council libraries have computers available for use.
Permits are issued within 10 working days, subject to receipt of all required information. The permit is valid for the specified period or 24 months from the date of issue, unless renewed or extended.
Note:
- You will be required to have a 10 million public liability insurance during the period of works and be valid to the end of the works
- Demolition and New Dwelling permits can be on the one application form, only one bond will apply, the larger of the two but two fees will apply.
- The property owner/the builder or the demolisher can apply.
- A pre-commencement report is not required as Council will conduct an inspection prior and after works
What is required for an Asset Protection Permit?
An asset protection permit is required when undertaking construction, renovation, alteration, relocation etc:
- building works where the cost exceeds $10,000
- swimming pools, spas & water features where the cost exceeds $5000
- any demolition work
- Earthworks (removal of widespread vegetation and, or adding/removing soil)
Security bonds - how do I claim my security bond back?
What is security bond?
A security bond is required to cover any potential costs associated with damages to Council infrastructure as a direct result of your works.
If you choose the option for Council to undertake the rectification works, the costs will be deducted from the bond and the remainder refunded to the applicant accordingly. If the rectification costs exceed the bond amount, Council will cover the excess and invoice you to recover the additional amount.
How do I reclaim my security bond?
The process to return the security bond is initiated by requesting a final inspection of the completed works through the following:
1. The final inspection can only occur if all of the conditions below are met:
- Footpath and vehicle crossing are free of building materials, debris, mud etc.
- Nature strip is levelled and grass seeded
- Temporary fencing/electricity supply pole is removed
- Bins and skips are cleared from the nature strip
- Hot water system is completely installed
- Certificate of Occupancy, Final Inspection Certificate or Statement of Completion (whichever is applicable), is submitted to Council via email to assetprotection@cgd.vic.gov.au.

How do I renew or extend my Permit?
The council will send you a letter advising that work should not continue without a valid Asset Protection Permit. If your works need to be extended or renewed, you need to:
Send an email to assetprotection@cgd.vic.gov.au quoting your Asset Protection Permit application number and address
Pay the applicable renewal fee via cash, cheque or credit card at Council
Council will then issue a renewal permit, via email or post (if email is not provided)
Queries regarding damages letter
- all damages are marked on-site in yellow spray paint.
- If they wish to dispute, it must be done in writing.
- advise applicants to respond back to our email and detail their dispute so that we can log a formal request for our manager to re-assess.
Request Final Inspection

- Final Inspection Request Form and email back to assetprotection@cgd.vic.gov.au
Inspections will usually take place within 5-7 business days of the request date – dependent on weather and workload.
Refund Process After Final Inspection has been undertaken
The bond refund process takes place once the Council completes the final inspection.
CSO:
Once the final inspection report is completed and the Asset Protection Officer's processes the inspection report, there will be one of two scenarios
- Scenario 1 if damages are found, a damages letter will be issued to the applicant with further instructions (ie. repair themselves, have Council repair or dispute it)
- Scenario 2: if damages are not found, an email will be sent to the applicant, that includes the Bond Refund Letter and Letter of Release.
- This email will also advise of the refund process:
- Finance will be sent a request to release the bond.
- Finance will send the applicant a link to complete their bank account details within 5 business days of this request.
- Once the applicant completes this link, Finance will proceed with the approval process.
- Bond refunds can take up to 3 weeks due to the above process and will always be released on a Tuesday.
