Animal Noise Complaints, Including Rooster and Bird Noise Reports

Barking dog Report

Important process must be followed: 

Animal noise complaints can be reported only if the following information is provided:

  • No anonymous reports are accepted.
  • The complainant must leave their contact details for follow-up.
  • The complainant must know the full address of where the animal lives; otherwise, the complaint cannot be reported.

How to enter a report

CSO:

  • Complete Merit request
    Animal > Barking dog

Ask and record in the description of Merit:

  • Does the dog bark during the day?
  • How long does it bark during the day?
  • Does the dog bark during the night?
  • How long does it bark during the night?
  • Is the dog owner at home during the day?

What happens after you enter a report?

Council officers will investigate each report and use a variety of tools to determine if the noise is causing an unreasonable interference with the comfort or convenience of another person. These tools include informing the dog owner of the report and providing suggestions as to how to alleviate the issue. Officers may also collect noise diaries from the person making the report and other surrounding neighbours that may be affected, and collect sworn statements and sound recordings. 

Compliance notices and infringement notices may be issued and court action may also be taken if enough supporting evidence is obtained to support the allegations and the owner has failed to reduce the barking levels. 

In the majority of cases, informing the owner of the problem and making some suggestions has led to a rapid and peaceful solution

Rooster Noise Report

We are not able to report the issue if the customer does not know the full address for the location of the rooster:

  • They will need to know the street name and suburb as a minimum required to proceed with a report.
  • The complainant must leave their contact details for follow-up.How

  • How often is the noise of the rooster?

Other Bird Noise Report

All complaints regarding animal noise can be reported, only if the following can be provided:

  • No anonymous reports are to be taken.
  • The complainant must be willing to leave their details as we need to follow up with them.
  • The complainant must know the full address of where the animal lives, if unknown, the complaint cannot be reported

  • What type of animal noise is the customer experiencing?
  • How often is this occurring?
