Report that pet owner is not picking up the dog poo. Local law officers may not be able to investigate usually because they are not able to be there at the time the offence is being committed.
Explain to the customer that unless they know where the animal lives, it will be hard to follow up by the Council Officer. However, they may just patrol the area more frequently. Try and obtain as much information from the customer when taking the report.
