It is the owner's responsibility to ensure their dog is confined to their premises. If a dog is able to leave the property of its own accord, the owner is then considered 'guilty of an offence' and is liable to a penalty, even if the dog animal has not left the property.

This is when a fence is not safe or broken and the dog can get out of the property.

How to enter a report for inadequate fencing and the dog has escaped the property

If the customer has sighted the dog escaping the property and is wandering around and the reason is that the fencing is inadequate to contain the dog.
2 reports will be required, 1 for a wandering dog and one for inadequate containment (dog)
