Dumped Rubbish on Nature Strip Report

  1. Ask the customer, is there a sticker on the rubbish?

    Yellow Sticker Advise the customer, that the rubbish has been reported and is under investigation

    Pink sticker Advise the customer the rubbish has been booked for Council's hard waste collection

  2. If there are no stickers, check the Hard waste booked collection listing

  3. Is the location on the booking list?

Yes - the booking is on the list

Have they put the rubbish out too early?

Yes

CSO:

Complete a Merit

Rubbish > Littering > Materials Escape Private Property
 

Ask and record in the description of Merit:

  • What date was the hard waste booking to commence?    

No

CSO:

Advise the caller that there is a booked Council's hard waste collection at that address.
We are unable to take a report until the following Monday of their collection date.

If there are still items left after this date, then call back. We will be able to submit an additional report.

No - the booking is not on the list

CSO:  

Ask the customer if they have witnessed who dumped the rubbish?

If yes, are they able to comply with any of the following:

  • photo or video of a person's identification when they dump the rubbish. It must contain a car registration number or the location where the person that dumped the rubbish lives. the property must be clearly noted in the evidence.
  • Is there evidence among the rubbish? Examples: identification, addresses and names on letters, and delivery stickers on rubbish
  • If the resident has witnessed who dumped the rubbish, are they willing to provide those details to local laws? 

Yes - customer can identify the person who dumped the rubbish

Complete Merit Request

Rubbish > Dumped > Evidence Found
 

  1. Complete the User Defined Field questions in Merit
  2. In the description, field enter what evidence is being provided by the customer(example photos, documents with ID details etc)
  3. If the customer has photographic evidence or video recording of the person dumping the rubbish. Advise them to email council@cgd.vic.gov.au and to put enter the Merit number in the subject field.

No - customer is unable to identify the person who dumped the rubbish

Advise the customer:

The rubbish will be collected within the next 2 weeks. Certain items may be picked up separately by different contractors and at different times. If any items are still there after 2 weeks, please contact the Council and provide the report number for further assistance.

What is e-waste?

An item that is battery operated or has a plug cord?

e.g:
white goods (fridge, washing machine, etc)
Small kitchen appliance
Kids toys
Lighting/lamps
Power tools, with cords and cordless
Sound equipment/DVD/TV
Garden tools with cords and cordless 

Additional dumping on booked collections

The resident is concerned that their rubbish won't get picked up due to additional dumping of rubbish.

CSO:

  • Assure the resident that this is a common occurrence. They must wait until the following Monday after their booking date. Then contact us if still some rubbish has not been picked up.
     

Is the resident calling after the rubbish has been collected and some is still remaining? If yes enter a report.

How to enter a report if rubbish is still remaining

CSO:  

  1. Check the Hard waste booked collection listing

  2. Confirm the date of the booking is past and it's the following week.

  3. Complete Merit Request

    Rubbish > Dumped > Remove
     

  4. Complete the User-Defined Field questions in Merit

Hard waste rubbish spilled on the road or footpath

Hard waste collections are commonly subject to scavenging and additional dumping.
There is a risk of spillage from the collection on the road or footpath, making it unsafe.
Council is responsible to make it safe for the passerby or traffic on the road.

If a call is related to this issue, enter a report.

How to enter a report

CSO:

  1. Check the Hard waste booked collection listing to confirm if a booking exists
  • Complete Merit Request

    Rubbish > Dumped > Remove
     

Enter the description of the Merit:

  • Complete the User-Defined Field questions in Merit
  • The date of hard waste booking
  • Describe what items are on the road. Advise a cleanup of the items is required.
  • Enter a safety response if the items are a hazard to the passerby and traffic

Follow up - Dumped rubbish not picked up

CSO: Check the report for the finalised date to confirm when it was completed.

  • If the customer is calling within 2 weeks of the finalised date, follow the process below.

  • If it has been more than 2 weeks, create a new report.

  • If over 2 weeks then do a new report

 

1st follow up within 2 weeks from finalised date

CSO:

  • Confirm phone number on the report is correct
  • Confirm exact location of the rubbish if the report says officer could not find the rubbish
  • Complete a note using TEXT note type. The note should advise Customer reports rubbish not collected. Enter any additional information on the location of the rubbish.
