Reporting scavenging from hard waste left on the nature strip or taking recycling cans, bottles & cartons from rubbish bins
Going through rubbish bins to get cans/bottles for recycling is not scavenging and no report can be taken.
To investigate a report for scavenging, the person reporting it must be able to provide evidence.
Without clear evidence, the Council will not be able to prosecute a person as per the Local Law act 2 Clause 31. at court.
What is clear evidence?
- photo or video of a person's identification when they dump the rubbish. It must contain a car registration number or the location where the person who dumped the rubbish lives. the property must be clearly noted in the evidence.
- Is there evidence among the rubbish? Examples: identification, addresses and names on letters, and delivery stickers on rubbish
- If the resident has witnessed who dumped the rubbish, are willing to provide those details and be willing to present as a witness if the matter goes to court?
CSO:
Ask the customer if they have clear evidence as mentioned above.
If no, advise the customer without evidence we are unable to investigate the matter
If yes, they do have clear evidence, then enter a report.
If they have a video or photo, after you enter the report advise the customer to email the evidence and to provide the report number.
