Is a footpath trading permit required ?
Yes, a permit must be obtained from Council for all footpath activity including:
- Outdoor dining includes tables and chairs, portable or solid screens or windbreaks, gas heaters and umbrellas
- Goods displaying merchandise
- Advertising signs (A-frame signs) All business
Note: A-frame advertising signs and merchandise displays are prohibited solely within the Dandenong central business district. See the map below:
- Advertising signs (A-frame signs) Real Estate Agents Regardless of location, the agents are required to obtain a permit
How to apply for a permit
CSO:
- Email the URL link to Footpath Trading Permit Online Form using the template for links on Outlook
If the customer doesn't have email, they can find the form on our website, located on the Trading in Dandenong page.
Fees:
- Fees are currently waived but the application form must still be submitted.
Permits are issued for 12 months
Permit conditions
Public Liability Insurance
A $20 million public Liability Insurance certificate of currency will need to be uploaded when completing the application.
This insurance will cover things like the public tripping over outdoor furniture and hurting themselves.

The City of Greater Dandenong understands the immense impact COVID-19 has had on the hospitality sector and that local businesses are facing unique challenges. We want to make it as easy as possible for businesses to welcome the community safely back to the cafes and restaurants we know and love.
State Government grants for outdoor dining
Hospitality businesses are required to fund all aspects of Outdoor Dining themselves. The Victorian Government is providing grants of up to $5000 to help you set up your Outdoor Dining area. Further details are available about the grants program online.
Before you purchase any outdoor dining items, please remember that Council conditions and performance standards still apply and if in doubt, seek Council approval prior to purchasing.
The City of Greater Dandenong’s Extended Outdoor Dining opportunities is designed to actively support hospitality venues safely expand their outdoor dining areas into approved public spaces, and operate within the health restrictions advised by the Victorian Government.
