How to change the mailing address for Rates?

Customer to complete:

Online form

  •  online form and upload the required proof documentation
  • At counters or by phone, email the online form link to the customer using the Outlook template.

It will be processed within 5-10 working days

CSO:

  1. Complete the office box on the form
  2. Make sure the property number is written on the form.
  3. Date stamp and Scan to Records
  4. Advise the customer that they will receive an updated notice within 5-10 business days

    Change of property owner name - due to marriage or divorce or by deed poll

    Customer Service cannot process a change of name for Rates over the phone 
     

    How to change the name of the property owner for Rates?
     

    Property Owner to complete:

    Online form (preferred method)

    •  online form and upload the required acceptable proof documentation (see below)
    • At counters or by phone, email the online form link to the customer using the Outlook template.

    Paper form  

    • Change your name and address form and provide acceptable proof documentation
      Only provide this form to the customer if they do not have a computer, phone or email.
       

    Processing time for this change

    If proof document mets criteria, it will be processed within 5-15 working days
     

    What is acceptable proof documentation?

    • Copy of Deed Poll (change of name to what is on their birth certificate).
    • Copy of Certificate of Marriage
    • Copy of Title of property with the new name/s
       

    How to change the title of a property

    They need to submit:

    • Title record from Landata (previously known as The Titles Office)  www.landata.online  or contact 03 9102 0402
       Advise them to contact Landata directly for further information on fees and processes

      Or
       
    • Contact a  Conveyancer or Solicitor to arrange a Notice of Acquisition. They will do all the paperwork to change the title and notify the Council.
      The Council does not recommend conveyancers or solicitors, they will have to Google search. Customer Service staff are not permitted to Google for the customer and provide names as it will be seen as recommendations from the council.

    Adding or amending ratepayers name (not ownership name)

    To add or change Ratepayer's details, the following documentation must be submitted:

    • Letter from the owner or managing agent authorising the ratepayer’s name to be added, removed or amended
    • Letter from a Government Agency managing a property on behalf of a client i.e. State Trustees

    Change of ownership due to death of property owner

    The Council is notified of a property owner's death from Births, Deaths, and Marriages, we update the deceased owner's name to "Estate of (Deceased's Name)." This remains on our records until a title change is received.

    Does the customer wish to notify the council of a deceased owner?

    CSO:

    • Check the property on P&R via a property enquiry.

    • If the deceased owner has been updated to "Estate of," advise the customer that they do not need to do anything else.

    • If they want to remove the deceased person entirely, they need to change the title of the property. Check the next accordion for this process.
       

    If the property has not been updated, they can either wait until we are notified by Births, Deaths and Marriages or do the following:
     

    Email a copy of the Death Certificate with:

    Deceased owner's details
    Property address
    Their contact details (phone and email)

    Or

    Bring a copy of the Death Certificate to the Customer Service Centre with a note providing:

    Deceased owner's details
    Property address
    Their contact details (phone and email)

    NOTE: A copy of the Will or any document other than the change of title is not acceptable for this process. If they are having issues with probate, they need to resolve those matters and then provide a change of title.
