Council Public Liability Scheme for Hire of Council Owned Facilities Receipt

This Public Liability Scheme is only applicable to community groups, not-for-profit organisations and individuals. 
Public liability cover is not available for commercial entities that charge admission or derive monetary gain from the actual hire activity.

Council's preference is for groups to have their own public liability. However, Council recognises that it is not always possible for some newly formed groups to arrange this cover.

The following conditions apply: 

  • Hirer must read and understand the terms and conditions on the form
  • Hirer must complete and sign the form
  • The fee to be paid in advance at one of Councils Customer Service outlets
  • Copy of the form to be sent to the Risk Consultant at Council and a copy to be kept with the hire agreement at the location
  • Hirer has a relevant signed hire agreement
  • Hirer must exercise reasonable care that properly skilled persons are engaged or used where appropriate and take reasonable measures to maintain all equipment and property in sound condition
  • Hirer must comply with all statutory obligations, by-laws or regulations imposed by all relevant public authorities for the safety of persons or property

  • Check public liability form has been completed
  • Go to 'Property and Rating' and process payment to GL-/HBPub liabins  (Payment Methods)
  • Enter date of hire in the the notes field
  • Complete office box on application form
  • Scan application form to CSSupport
